Beware of Double Swipe Transactions

Double swipe is the activity of the cashier who swipes the customer's credit card twice related to the payment of goods or services. If you shop using a credit card, then the cashier swipes your card at the EDC machine and then swipes again at the cash register, you are expected to immediately report this to the relevant bank or Bank Indonesia. This practice can potentially lead to the theft of data and information stored on your credit card.

The prohibition of double swipe practice is regulated in Article 34 letter b of PBI No. 18/40/PBI/2016 on the Implementation of Payment Transaction Processing, which states that payment system service providers, in this case including banks and merchants, are prohibited from collecting or using data other than for the purpose of processing payment transactions through merchant cash registers (double swipe).

Things that can be done to prevent double swipe:

  • Before making a transaction, ask the cashier if they will perform a double swipe.
  • Cardholders have the right to refuse merchants to swipe cards other than on EDC machines such as cash registers or other machines.
  • If double swiping has already occurred, immediately report it to the Bank Indonesia Contact Center BICARA at (021) 131 by mentioning the name of the merchant and the name of the issuing bank which can be seen on the sticker attached to the EDC machine.
  • Then contact the credit card issuer's call center (24-hour CallPanin 1500678) regarding the double swipe practice.
  • Immediately replace your credit card with a chip technology card if it is currently a magnetic stripe credit card.

Informations on Surcharge Charges by Merchants

A surcharge is an additional fee on top of the price of the item that a merchant charges for credit card transactions at their store. Surcharge is usually in the form of a percentage, for example, a cardholder purchases a total of IDR 500,000 and the surcharge fee is 5%, then the cardholder has to spend IDR 525,000.

In terms of consumer protection, Bank Indonesia has prohibited the practice of surcharge by issuing Bank Indonesia Regulation No.11/11/PBI/2009 which contains instructions to credit card issuers to stop any cooperation with merchants that are detrimental to consumers or credit card issuers themselves.

If a PaninBank credit card holder finds any surcharge activity, the cardholder can report the matter to Panin's call center at 1500678 or to Bank Indonesia Contact Center BICARA at (021) 131 by mentioning the name of the merchant and the name of the issuing bank which can be seen on the sticker attached to the EDC machine. Sanctions that can be obtained by the merchant are termination of the contract with the credit card issuer and revocation of the EDC machine.
